a language agnostic release manager

nanpa is a terminal application for handling releases and changelogs, without requiring any cumbersome or language-specific tooling. all it uses are small manifests and easy-to-use changeset files, and it can handle updating your version according to Semantic Versioning for you. i also authored ilo, a GitHub bot for automating nanpa.
